DEPARTMENTAL RECOMMENDATION:

The Department of Resource Management recommends that the Board of Supervisors approve 2 Notices of Completion for the Asphalt Rubber Chip Seal 2018 and the Guardrail Repair 2018 projects and authorize the Clerk of the Board to record the executed Notices of Completion.

SUMMARY/DISCUSSION:

The Department of Resource Management has completed construction on two projects using bid contract work. The projects and final contract costs included the following:

1) Asphalt Rubber Chip Seal 2018 by American Pavement Systems, Inc. for a final project cost of $811,681;
a. Work included asphalt rubber chip seals, cape seals, striping, and signing; and

2) Guardrail Repair 2018 by Midstate Barrier, Inc. for a final project cost of $123,066;
a. Work included repair and replacement of damaged guardrails at six locations.

Approval of the Notices of Completion (attached) allows the Department of Resource Management to close out the construction contracts, and also submit final paperwork for the projects. Both projects were completed within budget.

FINANCING:

The Asphalt Rubber Chip Seal 2018 project was funded with CalRecycle grant funds and the Road Fund. The Guardrail Repair 2018 project was funded with insurance claims and the Road Fund.

The costs associated with preparing the agenda item are nominal and absorbed by the department's FY2019/20 Adopted Budget.

ALTERNATIVES:

The Board could choose to not approve the Notices of Completion for the two projects. This is not recommended, since it would delay the final contract close out with the contractors while all construction work has been completed.
