DEPARTMENTAL RECOMMENDATION:

 

District 1 Supervisor Erin Hannigan recommends that the Board of Supervisors receive a presentation from the California State Association of Counties (CSAC) for the “We’re All Family,” Mobile Food Pharmacy program, winner of the 2019 CSAC Challenge Award.  The award will be presented by Graham Knaus, Executive Director of CSAC.

 

SUMMARY/DISCUSSION:

 

The California State Association of Counties Challenge Award is a statewide program that honors innovation and best practices in County government.  The 2019 CSAC Challenge Award for Health and Human Services, Suburban category, was given to Solano County for the “We’re All Family,” Mobile Food Pharmacy program.  The Mobile Food Pharmacy program provides Solano County Health and Social Services clients with a prescription for fresh fruit and produce for pickup from the Mobile Food Pharmacy during their clinic appointments.  The prescription is designed to help alleviate food insecurity in Solano County.

 

CSAC considered many factors when awarding Solano County with the 2019 Challenge Award, including the programs ability to provide an innovative solution to the challenge of food insecurity in Solano County.  The “We’re All Family,” Mobile Food Pharmacy has demonstrated through its pilot phase that the program is and remains successful, including the delivery of more than 79,000 pounds of fresh fruit and produce to 5,258 households between November 2018 and September 2019.  While the program is still in the early stages, preliminary data also indicates that the percentage of patients who miss clinic appointments has improved - as they are eager to take advantage of the Mobile Food Pharmacy program.  

 

CSAC is honoring 51 programs from 27 Counties in 2019, including two (2) California Counties Innovation Awards, sixteen (16) Challenge Awards and thirty-three (33) Merit Awards.  CSAC received 284 entries this year, the second most in the history of the award program.

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2019/20 Adopted Budget.

 

ALTERNATIVES:

 

The Board could choose not to receive the presentation of the Challenge Award from CSAC however, this is not recommended as this is an opportunity to recognize the “We’re All Family,” Mobile Food Pharmacy program for its continued success in helping alleviate food insecurity in Solano County.

 

OTHER AGENCY INVOLVEMENT:

 

There is no other agency involvement.
