DEPARTMENTAL RECOMMENDATION:

The Sheriff recommends that the Board of Supervisors:

1. Adopt a resolution approving the annual application and participation in the upcoming FY2020/21 Boating Safety and Enforcement Financial Aid Program Grant in the amount of $317,133 plus any available augmentation funds not to exceed $75,000;

2. Certify the County shall expend on boating safety programs not less than an amount equal to 100% of the amount received by the County from personal property taxes on vessels;

3. Authorize the County Auditor-Controller to certify personal property taxes on vessels received annually by the County; and

4. Authorize the Sheriff, Undersheriff, and the Director of Administrative Services to sign the Boating Safety and Enforcement Financial Aid Program Contract, administer the grant and sign associated amendments, operational contracts and reimbursement claims.

SUMMARY:

The Solano County Sheriff's Office operates a highly successful Marine Patrol program. To support the operations of the program, the Sheriff annually applies for grant funds from the California Department of Parks and Recreation, Division of Boating and Waterways (DBW) Boating Safety and Enforcement Financial Aid Program Grant. The grant funds support boating safety and enforcement activities on the County's waterways.
