DEPARTMENTAL RECOMMENDATION:    

 

The Probation Department recommends that the Board of Supervisors:

 

1.                     Approve a 3 year contract with HealthRight 360 to provide substance abuse treatment services to Probation adult clients at the Fairfield and Vallejo Centers for Positive Change for an amount not to exceed $726,290 for the term of January 1, 2020 through December 31, 2022; and

 

2.                     Delegate authority to the County Administrator pending County Counsel concurrence to execute the contract and any future amendments including changes to terms and conditions, scope of services and modifications to contract limits up to 15% of the total contract amount not to exceed $75,000; and

 

3.                     Authorize the Chief of Probation to execute any future contract amendments that are administrative or technical in nature.

 

SUMMARY/DISCUSSION:   

 

The Probation Department (Department) issued a competitive Request for Proposals (RFP) in June 2019 to solicit bids for evidence-based substance abuse treatment services at the Fairfield and Vallejo Centers for Positive Change (CPCs) for the period of January 1, 2020 through December 31, 2022.  After careful consideration of the bid criteria and considering the bidders’ qualifications as determined by the information provided by the proposals received, as well as the overall price and value to the County, the Department determined that HealthRight 360 (HR360) was the most responsive bidder to provide the services.

 

HealthRight 360 is a non-profit organization that specializes in providing a full continuum of substance use disorder treatment services to adults, youth, and families, including outpatient, residential, custody-based, sober living environments, and case management programs.  HealthRight 360 currently operates in more than a dozen California Counties and offers services both in custody and in community settings.  Since 2016, the Department has partnered with HR360 to provide a substance abuse treatment program for clients who need intensive outpatient services.

 

The Department is committed to ensuring public safety through the reduction of recidivism by effecting positive behavior change.  Supervision services include focusing on criminogenic need areas that are dynamic or “changeable” such as employment, drug use, thinking patterns, and family relationships. These efforts are greatly enhanced by taking a trauma-informed, gender responsive and client-centered approach beginning at intake and continuing with case plan development, risk-based supervision and treatment programming. To address substance use disorders, HR360 will provide substance abuse treatment services utilizing the Matrix program (an evidence-based program proven to reduce the risk of recidivism among substance using and justice involved individuals). The Matrix program consists of relapse prevention groups, education groups, social-support groups, individual counseling, and urine testing delivered over a 16-week period. Services will be delivered by certified Substance Abuse Counselors at the CPCs in Fairfield and Vallejo. 

 

FINANCIAL IMPACT:     

 

The maximum amount for the contract ($726,290) is funded by Public Safety Realignment (AB109) and has been included in the Department’s FY2019/2020 Adopted Budget.  There is no additional impact to the County General Fund.

 

The cost of preparing this item is minimal and is absorbed in the department’s FY2019/20 Adopted Budget.

 

ALTERNATIVES:     

 

The Board of Supervisors could choose:

 

1.                     Not to award the contract to HR360 for substance abuse treatment services.  This action is not recommended due to the need to provide substance abuse treatment services to Probation adult clients.  Providing treatment and rehabilitative services are critical to Department operations in order to reduce recidivism.

 

2.                      Not to delegate signing authority to the County Administrator to execute the standard contract and amendments that remain within budget appropriations. This action is not recommended as it would reduce flexibility and timeliness in completing the scope of work outlined in the contract.

 

3.  Not to authorize the Chief of Probation to approve and execute any future contract amendments. This action is not recommended and is not practical as it would require the Department to request Board approval for routine matters such as minor technical or administrative changes.
