DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services recommends that the Board adopt and present a resolution and plaque of appreciation honoring Lyn Fuller, Social Services Supervisor in the Health & Social Services Department, Public Health Division, Older & Disabled Adult Services Bureau, upon her retirement with over 20 years of dedicated public service to Solano County.

 

SUMMARY/DISCUSSION

 

Lyn Fuller began her career with Solano County on January 4, 1999 with the Department of Health and Social Services as a Senior Social Services Worker providing home visits, information, referral and case management services to eligible aged and persons with disabilities who were unable to remain safely in their own homes without the assistance of the In-Home Supportive Services program.  Ms. Fuller also provided risk mitigation services through investigations of allegations of abuse for the Adult Protective Services program.  Ms. Fuller developed close working relationships with staff in the County Counsel office and the Public Guardian program, developing a strong skill set for conducting investigations into the need for probate conservatorships, submitting petition referrals for probate conservatorships and providing case management to clients. 

 

In November 2000, Ms. Fuller was reclassified to a Social Worker III where she was responsible for difficult casework dealing with highly complex individual and family problems of the In-Home Supportive Services and Adult Protective Services programs.  In February 2006, Ms. Fuller began a ‘Working out of Class’ assignment as a Social Services Supervisor in the Public Guardian program, where she completed a three month assignment responsible for program management.  Once a new supervisor was hired, she remained with the Public Guardian program conducting conservatorship investigations.

 

In August 2007, through competitive promotion, Ms. Fuller became a Social Services Supervisor in the Older & Disabled Adult Services Division, where she was responsible for the supervision of staff and casework of the In-Home Supportive Services and Adult Protective Services programs.  In addition to Social Services Supervisor duties, she served as the trainer for new social worker staff in both the In-Home Supportive Services and Adult Protective Services programs, all the while building relationships with community partner agencies.

 

Ms. Fuller has been a strong advocate for seniors and people with disabilities. She has adhered diligently to the ‘how can I help’ mission of Older & Disabled Adult Services for its clients to help them remain safely in their own homes.  Ms. Fuller will officially retire effective December 30, 2019 after providing more than 20 years of service in a professional, compassionate and responsible manner. She will very much be missed.

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item is nominal and absorbed by the department’s FY2019/20 Adopted Budget.  The costs associated with preparation and purchase of the resolution materials and plaque are included in the Board’s FY2019/20 Adopted Budget.

 

ALTERNATIVES:

 

The Board may choose not to adopt a resolution and a plaque of appreciation for Ms. Fuller. This is not recommended as it is an opportunity to acknowledge Ms. Fuller for her dedication and service to Solano County.
