DEPARTMENTAL RECOMMENDATION:

 

The Sheriff recommends that the Board of Supervisors:

 

1.                       Approve a 3.5 year service contract with Universal Protection Service, LP d/b/a as Allied Security Services for $431,500 to augment security services for the County of Solano Sheriff’s Office for the period from January 1, 2020 through June 30, 2023, which includes $27,080 for a three-month novation period from July 1, 2023 through September 30, 2023; and  

                      

2.                      Delegate authority to the County Administrator to execute the approved contract, pending County Counsel concurrence, and any amendments including changes to terms and conditions, scope of services, and modifications to contract limits not to exceed $75,000.

 

SUMMARY:

 

The current contract for security services expires on December 31, 2019.  The Sheriff’s Office has worked with Central Services - Purchasing Division of General Services (Purchasing) to complete the Request for Proposal (RFP) process.  Universal Protection Service, LP d/b/a Allied Security Services (Allied) was selected the best apparent proposer and awarded the contract.  The contract was negotiated and prepared in accordance with the County Purchasing Manual.  The Sheriff recommends the Board approve the contract for $431,500 with Allied to provide supplemental security services for Solano County for the period from January 1, 2020 through June 30, 2023 which includes a three-month novation period.

 

FINANCIAL IMPACT:

 

The proposed contract of $431,500 for supplemental security services includes an annual cost of $115,521 and the cost from January 1, 2020 through June 30, 2020 is $57,760. The Sheriff’s Office FY2019/20 Working Budget has sufficient appropriations and therefore there will be no fiscal impact to the County General Fund. The expenses incurred for services provided in this contract will be offset by revenues the Sheriff’s Office receives from contracts it has with other County Departments. The Sheriff’s Office will include necessary appropriations for subsequent fiscal years in its FY2020/21, FY2021/22 and FY2022/23 Requested Budgets. 

 

The cost associated with preparing the agenda item is nominal and absorbed by the department’s FY2019/20 Working Budget.

 

DISCUSSION: 

 

The Sheriff’s Office provides security service to other County departments, the Solano County Superior Courts, and some planned third-party special events. The security services are primarily limited to County buildings, parking garages and parking lots.  The Sheriff’s Office uses armed Sheriff Security Officers at fixed posts to secure building entrances, often using metal detectors to screen for weapons and contraband and at patrolling posts to cover parking garages and parking lots.

 

General Services requires the Sheriff’s Office to provide patrolling security services 24/7, 365 days per year.  However, due to staffing and scheduling constraints, the Sheriff’s Office is unable to fully staff certain graveyard hours and weekend hours for the Solano County Government Center campus located in the city of Fairfield. The Government Center campus includes: a government building located at 675 Texas Street which contains the County offices of the Treasurer-Tax Collector, Human Resources, Assessor-Recorder, Public Defender, District Attorney, Resource Management, as well as other departments; the adjacent parking structure at 501 Union Avenue; the County Event Center located just north of the government building at 601 Texas street; the Probation Department located at 475 Union Avenue, the old Courthouse and juror’s lot, and the Library Technical Services building located at 601 Kentucky Street.

 

The County received ten proposals from which two of the proposals were deemed non-responsive. An evaluation team reviewed the remaining eight proposals and the two finalists were invited to attend an interview. Both proposers accepted the interview but only one proposer, Allied, participated in the interview.  Allied was awarded the contract.  Allied is the current provider and has served the Sheriff’s Office under contract since 2014.

 

ALTERNATIVES:

 

The Board of Supervisors could choose not to approve the contract; however, this action is not recommended as contracted security services are needed for the Sheriff’s Office to fulfill its responsibilities to other County departments.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel reviewed and approved the agreement as to form.  The County Risk Manager approved the insurance provisions and related liability limits.  Central Services - Purchasing administered the RFP.
