DEPARTMENTAL RECOMMENDATION:

 

The Department of Health & Social Services recommends the Board of Supervisors approve 4 Napa/Solano Area Agency on Aging (N/S AAA) first contract amendments and one second contract amendment totaling $492,316 through June 30, 2020 for California Department of Aging for Planning and Services Area 28 Older Americans Act services; Authorize the County Administrator to sign the contract amendments; and Authorize the Director of Health and Social Services to execute amendments which are technical or administrative in nature and have no fiscal impact.

 

SUMMARY:

 

On February 25, 2020, the Solano County Board of Supervisors approved acceptance of a FY2019/20 revenue contract amendment for $492,316 with the California Department of Aging (CDA) to distribute funding and provide services for Planning and Services Area 28, the Napa/Solano Area Agency on Aging (N/S AAA).  Funding distribution between Napa and Solano counties is based on the CDA percentages which are developed using multiple demographic factors for the over age 60 population in each county. The FY2019/20 funding distribution ratio is 26.51% for Napa County and 73.49% for Solano County.

 

The associated service distribution is developed by using the senior needs assessment for each county, by CDA service category requirements, and by the N/S AAA Oversight Board. Each of the contract amendments are for service providers serving Solano County to better align with FY2019/20 funding ratios and identified service needs.  Once executed, the funding distribution for FY2019/20 will be closer to 32.30% for Napa County and 67.70% for Solano County.  The Oversight Board approved the funding distribution of the recommended first and second amendments at its February 24, 2020 meeting.  Authorization is now requested for the County Administrator to execute contracts to distribute additional revenue for the current service providers, effective April 1, 2020.

 

FINANCIAL IMPACT:

 

Total federal and State funding awarded by the California Department of Aging to the Napa/Solano Area Agency on Aging in FY2019/20 is $3,325,945 and includes the five contract amendments totaling $492,316. Total funds of 3,084,208 will be allocated to cover the costs of contracted direct services and the remaining $241,737 is for administration costs. 

 

The costs associated with preparing this agenda item are nominal and are included in the Department’s FY2019/20 Adopted Budget.

 

DISCUSSION:

 

The Napa/Solano Area Agency on Aging (N/S AAA) is responsible for distribution of funds received from the California Department of Aging for Planning and Services Area 28 Older Americans Act services. The Board is asked to authorize the County Administrator to execute contract amendments for the following service providers for the period covering July 1, 2019 to June 30, 2020:

 

                     Solano Pride Center - $59,409 to provide Solano County seniors case management, outreach, transportation and visiting support services to reduce social isolation and to connect Solano County seniors with services. Total distribution for FY2019/20 is $84,409.

 

                     North Coast Opportunities, Inc. (Redwood Caregivers) - $42,764 to provide Solano County seniors respite, outreach and support to reduce social isolation.  Total distribution for FY2019/20 is $127,764.

 

                     Innovative Health Solutions - $9,054 to provide Solano County seniors health education information for disease prevention.  Total distribution for FY2019/20 is $32,648.

 

                     Meals on Wheels Solano County - $376,104 to provide home-delivered and congregate meals to seniors living in Solano County. Total distribution to Meals on Wheels for FY2019/20 is $1,291,104 which includes $35,000 for the Meals on Wheels home modifications contract.

 

                     Ombudsman Services of Contra Costa and Solano - $4,985 for Ombudsman services and elder abuse prevention in Solano County. Total distribution for FY2019/20 is $241,136.

 

All contract amendments contain language specific to the services being provided in accordance with California Department of Aging requirements, including service delivery, units of service, and unduplicated client totals.  Data are reported monthly to N/S AAA.  During the contract year, each service provider will undergo a programmatic and fiscal audit by N/S AAA staff.  Results will be provided to the N/S AAA Advisory Council, N/S AAA Oversight Board, and the Boards of Supervisors for both Napa and Solano Counties.

 

ALTERNATIVES:

 

The Board may choose to address some or all these contracts individually. This is not recommended because approving these ongoing contracts on an individual basis requires the preparation of multiple agenda items. Furthermore, individual approval may disrupt services to vital activities.

 

OTHER AGENCY INVOLVEMENT:

 

Napa County, the California Department of Aging, and County Counsel were involved in the development of this agenda item and the contracts for the vendors.
