DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services recommends that the Board of Supervisors approve a 3 year revenue contract for up to $600,000 with the Department of Health Care Services (DHCS) for the continuation of the County Based Medi-Cal Administrative Activities (CMAA) reimbursement program from July 1, 2020 through June 30, 2023; and authorize the County Administrator to execute the contract.

 

SUMMARY/DISCUSSION:

 

CMAA became a Medi-Cal program in January 1995 pursuant to Welfare and Institutions Code section 14132.47. Local governmental agencies (LGAs) and community-based organizations (CBOs) contracted by LGAs to perform CMAA activities are eligible to receive federal reimbursement for activities such as Medi-Cal outreach, facilitating Medi-Cal eligibility determinations, Medi-Cal program planning, and Medi-Cal contract administration.

 

Solano County Health and Social Services (H&SS) and eligible CBOs have participated in the CMAA program for more than 10 years. This contract allows H&SS and CBOs to continue to participate and receive reimbursement for eligible activities based on federal CMAA requirements.  DHCS requires that this contract be submitted by April 30, 2020 to avoid disruption in claiming. 

 

FINANCIAL IMPACT:

 

The contract allows Solano County H&SS and eligible CBOs to receive up to $600,000 in federal funds from July 1, 2020 through June 30, 2023, depending on actual claims submitted and approved. The federal government passes the funds through DHCS. H&SS submits claims to DHCS on behalf of CBOs which are then reimbursed as soon as the funds are received from DHCS. H&SS retains a 12% administration fee to coordinate the program.

 

The projected revenues for the CMAA program under this contract are included in the Department’s FY2020/21 Requested Budget with no additional impact on County General Fund. 

 

The cost associated with preparing the agenda item is nominal and absorbed by the Department’s FY2019/20 Adopted Budget. 

 

ALTERNATIVES:

 

The Board of Supervisors could choose to not approve this contract and not authorize the County Administrator to execute it. This is not recommended, as the proceeds will fund eligible Medi-Cal administrative activities being performed in the community.
