DEPARTMENTAL RECOMMENDATION:

The Department of Health & Social Services recommends that the Board adopt a resolution accepting a $15,000 donation from Tom Attar and Dr. Ghazaleh Afshar for the benefit of Solano HEALS; and approve an Appropriations Transfer Request (ATR) to recognize the unanticipated revenue and related appropriations (4/5 vote required).

SUMMARY/DISCUSSION:

The Department of Health & Social Services was recently notified that a donor-advised fund on behalf of Tom Attar and Dr. Ghazaleh Afshar wished to donate $15,000 to the County for the benefit of the County's Solano HEALS (Health Equity for African American/Black Lives in Solano) initiative. Solano HEALS is a coalition of Solano County residents, community-based organizations, healthcare providers and faith-based leaders under the umbrella of the County's Black Infant Health (BIH) Program that seeks to identify and address inequities in the community through discussion, collaboration, action and evaluation.

Solano HEALS will utilize the funding for community engagement ($5,000), programs ($6,500) and administrative needs ($3,500).

FINANCIAL IMPACT:

The costs associated with preparing this agenda item and administering the donation are nominal and are absorbed by the Department's FY2019/20 Adopted Budget.

ALTERNATIVES:

The Board could choose not to adopt the resolution and not approve the ATR; however, this is not recommended because the donation would benefit Solano County in the promotion of health equity and the donors should be recognized for their gene...
