DEPARTMENTAL RECOMMENDATION:

 

The Department of Information Technology recommends that the Board of Supervisors:

 

1.                     Consider approving the acquisition of goods and services for the demolition of an existing radio tower on the roof of the Criminal Justice Data Center and construction of an upgraded radio tower in support of a regional radio public safety system;

2.                     Consider approving an agreement for $14,384 with BACOM Incorporated for demolition of the existing tower;

3.                     Consider approving an agreement for $92,781 with Aviat Networks for the erection of a new tower;

4.                     Authorize the County Administrator, pending County Counsel concurrence, to execute the agreements and to negotiate and execute change orders with BACOM Inc and Aviat Networks, not to exceed 10% of the quoted amounts; and

5.                     Approve an Appropriation Transfer Request (ATR) in the amount of $214,330, with $107,165 funded from the General Fund Reserves, Capital Renewal Fund and related Operating Transfers to the DoIT Operating Budget (4/5 vote required).

 

SUMMARY/DISCUSSION:

 

Radio connectivity is key to ensure first responders have the communication necessary to coordinate public safety efforts. Use of the Solano County Motorola Radio Core (“CORE”) radio network by first responders in Solano County will help ensure a more reliable public safety response by all our regional partners that opt to use this resource.

 

The County purchased the Solano County Motorola Radio Core on July 23, 2019, a software-defined platform for mission critical communications, for use by the County and other public safety and other government agencies to transmit and receive wireless voice and data on an integrated, inter-operable network to support mutual aid response.

 

Local cities are interested in utilizing the CORE to facilitate interoperable communications, which includes use for public safety and government services necessary for the City's operation, use for inter-agency voice radio communications including between the City and other cities and the County including the County’s jail and court staff. The County is offering the use of the CORE to Solano County cities, at no cost, to facilitate inter-operable communications.

 

Successful completion of a new tower facility will complete the necessary infrastructure to complete a redundant radio ring for Solano County and will help to modernize inter-operable radio communications for the County.

 

FINANCIAL IMPACT:

 

The $107,165 cost for demolition, purchase, and installation of the tower on the roof of the Criminal Justice Data Center will be paid using the Capital Renewal Fund.  An appropriation transfer is needed to transfer reserves from the General Fund to the Operating Budget. The total of the ATR is in the amount of $214,330 with $107,165 funded from the General Fund Reserves, Capital Renewal Fund.  There are related Operating Transfers to the DoIT Operating Budget (1870) in the amount of $107,165 in addition to $107,165 in increased appropriations for the proposed agreements.

 

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2019/20 Adopted Budget.

 

ALTERNATIVES:

 

The Board could choose not to approve the proposed agreements.  This action is not recommended because construction of a new telecommunications tower is necessary for implementation of the County’s inter-operability communication goals for public safety and government services.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel, General Services, County Administrators Office, and the Department of Information Technology were all consulted on this project.
