DEPARTMENTAL RECOMMENDATION:

The County Administrator's Office recommends that the Board:

1) Receive a verbal update from County staff regarding Project Roomkey COVID-19 projects in Solano County and other COVID-19 housing efforts including State Project Homekey;

2) Authorize a $50,000 County matching contribution from Solano's State Coronavirus Relief Fund (CRF) CARES allocation to Community Action Partnership Solano (CAP Solano) for extension of Project Roomkey projects thru September 2020 (4/5 vote required); and

3) Approve in concept a County commitment to support County CARES contribution to Project Roomkey through December 2020.

SUMMARY:

Named "Project Roomkey" by State officials in April 2020, Governor Newsom proposed a plan to secure up to 15,000 hotel or motel units statewide, targeting the highest COVID-19 capacity needs in communities as a core strategy to flatten the virus's curve. The State recommended this strategy because individuals lacking stable housing are more likely to use hospital emergency rooms than those in stable housing, and in some places individuals experiencing homelessness make up 20% to 30% of all adult hospital emergency room visits.
