DEPARTMENTAL RECOMMENDATION:

The Department of Resource Management recommends that the Solano County Housing Authority (SCHA) conduct a noticed Public Hearing to receive a verbal staff presentation and accept public comment on the initial draft Moving-to-Work (MTW) Plan proposed for submission to the U.S. Department of Housing and Urban Development (HUD).

SUMMARY:

Since 1996 HUD has provided an opportunity to some Public Housing Authorities (PHAs) to participate in a MTW demonstration program that allows for the design and testing of innovative housing and self-sufficiency strategies for low-income families. In 2016 HUD expanded eligibility criteria, which allowed the SCHA to submit an interest package to participate in the MTW demonstration program to HUD in May 2019. The Board of Supervisors adopted a resolution on May 14, 2019 approving submission of the interest package (Attached). The SCHA was notified on August 28, 2020 that it had been selected by HUD to submit a secondary application for designation as an MTW agency. This public hearing is intended to provide information on the MTW Plan and program to the SCHA and to solicit public comment for potential incorporation into the MTW Plan.

The public hearing is also required prior to eventual approval of the MTW Plan by SCHA and as part of the submission package to HUD. No other action is requested from SCHA at this time. Staff intends to return to the SCHA Board on November 17, 2020 with an updated MTW Plan incorporating comments from the SCHA Board and public that may be received at the public hearing in order to submit the final MTW...
