DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors:

 

1.                     Approve the Notice of Completion for the Solano County Agricultural Commissioner Facility Domestic Water Line Connection located at 2543 Cordelia Road in Fairfield constructed by Weber General Engineering, Inc. of Vacaville; and

 

2.                     Authorize the Clerk of the Board to record the executed Notice of Completion.

 

SUMMARY:

 

On September 25, 2018, the Board awarded a construction contract to Weber General Engineering, Inc. for the Solano County Agricultural Commissioner Facility Domestic Water Line Connection at 2543 Cordelia Road (Project). During the course of the construction, the quality of work satisfied the basic requirements of the construction documents and has been deemed code compliant.  The Department of General Services is requesting that the Board approve the Notice of Completion for the Project and authorize the Clerk of the Board to record the document and allow release of retention funds held by the County.

 

FINANCIAL IMPACT:

 

The Board approved $481,698 from the Accumulated Capital Outlay Fund to fund the project (Budget Unit 1720). The Board subsequently approved a construction agreement for installation of the new water line improvements. The construction contract with Weber General Engineering, Inc. of Vacaville was $291,565 and two contract change orders were issued in the amount of $4,415, resulting in a final contract expense of $295,980. The County contracted separately with Eaton Pumps of Woodland for the well destruction and capping, at reduced cost, resulting in a final construction expense of $304,495. The total project cost including design fees, permits, project management, and other miscellaneous costs was $390,660. Remaining project funds of $91,038 will be returned to the Accumulated Capital Outlay Fund. The Project budget and expenses are summarized in Attachment B.

 

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2018/19 Adopted Budget.

 

DISCUSSION:

 

The Project consisted of trenching and installing a new domestic water line from the existing line at the eastbound I-80 Cordelia Commercial Vehicle Enforcement Facility (Truck Scales) to the Solano County Agricultural Commissioner and General Services Surplus Warehouse facilities located at 2543 Cordelia Road; abandonment, destruction and capping of the existing ground water well.

 

During construction, two change orders totaling $4,415 were approved. The first included destruction of the existing groundwater well along with the spreading of additional crushed rock per Storm Water Pollution Prevention Plan (SWPPP) requirements.  The second change order deleted the destruction of the existing well from Weber General Engineering, Inc.’s contract due to changes in the construction schedule. The County has instead contracted separately with Eaton Pumps of Woodland for the well destruction and capping, at reduced cost.

 

ALTERNATIVES:

 

The Board could choose not to execute and record the Notice of Completion.  This action is not recommended since Weber General Engineering, Inc. has fulfilled the terms of the contract. Failure to adopt the Notice of Completion will prevent release of retention, which could result in adverse claims.

 

OTHER AGENCY INVOLVEMENT:

 

The Department of Resource Management Building and Safety Division reviewed and approved the project plans and performed required inspections on County lands. Caltrans reviewed and approved project plans and performed required inspections on State lands. The Department of General Services also coordinated with California Highway Patrol and the City of Fairfield.  State Water Resources Control Board, Drinking Water Division, has been kept informed. County Counsel has reviewed the Notice of Completion and approved it as to form.
