DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors:
1. Approve a contract for $1,797,351 with OC Jones & Sons, Inc. to construct the Solano County Nut Tree Airport Northeast Hangar Taxilanes Reconstruction and Drainage Improvements Project, Phase 2B, and approve the Project plans and specifications; and
2. Authorize the County Administrator, or designee, to execute the contract and any subsequent amendments, with County Counsel concurrence and within the approved Project budget; and authorize the Director of General Services, or designee, to approve modifications to the Project plans and specifications during construction.
SUMMARY/DISCUSSION:
The Department of General Services recommends that the Board approve a contract (Attachment A) for $1,797,351 with OC Jones & Sons, Inc., the lowest responsible bidder, for the Nut Tree Airport Northeast Hangar Taxilanes Reconstruction and Drainage Improvements Project, Phase 2B (Project), located at 301 County Airport Road in Vacaville.
The Project is part of a multi-year effort to reconstruct deteriorated pavement and improve drainage in the northeast hangar area. Phase 1 was completed in 2022, and Phase 2A reached substantial completion in August 2025. On February 10, 2026, the Board adopted resolutions authorizing the application for and acceptance of Federal Aviation Administration (FAA) and Caltrans grant funding for Phase 2B, along with the related appropriation transfer.
Phase 2B is the third and final phase of the northeast hangar taxilane improvements. The work includes reconstructing six taxilanes north of the Main Taxilane, covering approximately 12,300 square yards. Improvements include removal of existing asphalt pavement, reconstruction of the pavement section (with asphalt concrete, aggregate base, and lime-treated subgrade), installation of concrete valley gutters to improve drainage, and pavement markings. A project location map is provided in Attachment C.
Construction is anticipated to begin in spring 2027 due to seasonal weather conditions. The Project is expected to take approximately 71 working days, including 30 days for mobilization and submittal approvals and 41 days for construction. The runway will remain open; however, access to 62 hangars in the northeast area will be temporarily restricted during the 41-day construction period. Airport tenants will receive advance notice, designated ramp space for temporary aircraft relocation, and regular construction updates to minimize operational impacts. The requested delegation will allow General Services to approve modifications to the Project plans and specifications during construction, within the approved project scope and budget, subject to applicable FAA requirements.
The Project was publicly advertised as required by the Public Contract Code and nine bids were received (Attachment D). OC Jones & Sons, Inc. submitted the lowest responsive bid and was determined to be the lowest responsible bidder. General Services recommends approval of the construction contract to complete the final phase of the northeast hangar taxilane improvements.
FINANCIAL IMPACT:
The total project budget is $2,303,471, included in the FY2026/27 Airport Budget (BU 9019). On February 10, 2026, the Board authorized FAA and Caltrans grant funding for Phase 2B. The current project budget is funded $1,565,151 from FAA Airport Improvement Program (AIP) Grant No. 3-06-0270-033-2026, $623,145 from FAA Airport Infrastructure Grant (AIG) No. 3-06-0270-34-2026, $78,258 in State matching funds from Caltrans, and a local match of $36,917.
The proposed construction contract of $1,797,351 is included within the project budget. The remaining funding will cover construction management, engineering, inspection, contingency, and other project-related costs, as detailed in Attachment B.
The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2026/27 Working Budget.
ALTERNATIVES:
The Board could choose not to approve the contract with OC Jones & Sons, Inc. This action is not recommended because OC Jones & Sons, Inc. was determined to be the lowest responsible bidder following a competitive bidding process, and delaying the contract award could affect the Project schedule and grant funding.
OTHER AGENCY INVOLVEMENT:
The FAA reviewed the Project design plans and specifications. The Nut Tree Airport Advisory Committee received project updates during its 2026 quarterly meetings. The General Services Department’s Purchasing Division assisted with the competitive bidding process, and County Counsel reviewed and approved the proposed contract as to form.
