DEPARTMENTAL RECOMMENDATION:

Authorize the County Administrator to execute a Funding Agreement in an amount not to exceed $175,000 with the City of Fairfield for the installation of a traffic signal at Fonstal Way and Clay Bank Road in Fairfield.

SUMMARY:

On July 17, 2017, the City of Fairfield entered into an agreement with a developer to construct roadway improvements at the intersection of Fonstal Way and Clay Bank Road in Fairfield. These improvements will include installation of a traffic signal to improve public access and safety at the primary access road to the County's Clay Bank campus, which includes the Clay Bank Detention Facility, Stanton Correctional Facility, and the Animal Care Shelter facilities.

The City Council approved the traffic signal funding agreement on August 15, 2017, which requires the City to pay for 75% of the traffic signal design and installation cost and the County to pay for 25% of the cost. The City has estimated the cost to design and install the traffic signal to be approximately $500,000 to $600,000.

FINANCIAL IMPACT:

Approval of the Funding Agreement will obligate the County to pay 25% of the design and construction costs for the traffic signal in an amount not to exceed $175,000. Funding for the County share of cost is anticipated to be provided by the Accumulated Capital Outlay Contingency Fund. The Department of General Services will seek Board's approval to increase appropriations during Midyear or Third Quarter for costs related to the agreement.
