DEPARTMENTAL RECOMMENDATION:

The Sheriff recommends that the Board of Supervisors adopt a resolution to accept and adopt the Solano County 2017 Emergency Operations Plan, superseding the 2012 Solano County Emergency Operations Plan.

SUMMARY

The Solano County Emergency Operations Plan (EOP) provides instruction as to how the County should respond to and recover from hazards and natural disasters. The 2017 EOP updates the previous 2012 EOP and complies with all mandates associated with Government Code 8607 including the Standardized Emergency Management System and the National Incident Management System.

FINANCIAL IMPACT:

Board action will have no impact on the County General Fund as the EOP covers response procedures and does not financially obligate the County. The $22,273 project cost to complete the 2017 EOP was funded using 2015 Emergency Management Performance Grant funds.

DISCUSSION:

On October 6, 2015 the Board of Supervisors authorized the Solano County Office of Emergency Services to apply for 2015 Emergency Management Performance Grant from the California Governor's Office of Emergency Services to update the County's EOP. This grant was approved and grant funds were used to hire a consultant to facilitate the EOP update. Upon completion, the original plan and the 11 annexes were updated. The proposed EOP is available for review in electronic format (Attachment A), and a hard copy is on file with the Clerk of the Board.
