DEPARTMENTAL RECOMMENDATION:

The Department of Health & Social Services (H&SS) recommends that the Board approve an Appropriation Transfer Request (ATR) of $25,000 recognizing unanticipated revenue for FY2017/18 from the California Department of Public Health (CDPH) to support the Adolescent Family Life Program (AFLP) (4/5 vote required).

SUMMARY:

Solano County Health & Social Services, through Planned Parenthood Northern California, has successfully implemented the AFLP for more than 25 years. AFLP addresses the social, medical, educational, and economic consequences of adolescent pregnancy by establishing local networks and case management services with the goal of improving the health of pregnant and parenting teens. In January 2017, the CDPH announced a new competitive application process for AFLP funding with different requirements and agency/project qualifications. Solano County applied for, and was granted, $516,003 for the term July 1, 2017 through June 30, 2020, or $172,001 for each of the three-year agreement. In January 2018, the CDPH notified H&SS of additional funding of $25,000 to be awarded which, per State regulations, must be expended in FY2017/18. The requested ATR to support the ALFP will provide an opportunity to expand case management services to pregnant and parenting teens in Solano County.

FINANCIAL IMPACT:

For Fiscal Year 2017/18, the CDPH will provide Solano County an additional $25,000 for the Adolescent Family Life Program. There is no additional financial impact to the County General Fund.
