DEPARTMENTAL RECOMMENDATION:

It is recommended that the Board select a current board member, an alternate board member and a member of the public to serve on the Solano County Consolidated Oversight Board (Consolidated Board), pursuant to the state law that dissolved redevelopment agencies (RDA). Staff is seeking direction on the criteria and selection process for the public member appointment and also like to confirm with the Board of Supervisors that the County's board chambers be used for the consolidated oversight board meetings and that these meetings be video recorded and posted to the county website.

SUMMARY:

It is recommended that the Board select a current board member and an alternate board member to serve on the Consolidated Board pursuant to the state law that dissolved redevelopment agencies (RDA). The current six Successor Agency Oversight Boards in Vallejo, Fairfield, Suisun, Vacaville, Dixon and Rio Vista are prescribed by state law to expire and consolidate into one oversight board effective July 1, 2018. The Auditor-Controller will staff the Consolidated Board that will be responsible to dispose of any remaining Successor Agency/RDA properties and to make payments for remaining debt service/other financial obligations approved by the State of California Department of Finance. The Consolidated Board will consist of seven members represented by: county, city, special district, school, community college, public, and a successor agency employee.
