DEPARTMENTAL RECOMMENDATION:

The Department of Health and Social Services recommends that the Board of Supervisors approve a 3 year revenue contract for up to $600,000 with the Department of Health Care Services (DHCS) for the continuation of the County Based Medi-Cal Administrative Activities (CMAA) reimbursement program from July 1, 2020 through June 30, 2023; and authorize the County Administrator to execute the contract.

SUMMARY/DISCUSSION:

CMAA became a Medi-Cal program in January 1995 pursuant to Welfare and Institutions Code section 14132.47. Local governmental agencies (LGAs) and community-based organizations (CBOs) contracted by LGAs to perform CMAA activities are eligible to receive federal reimbursement for activities such as Medi-Cal outreach, facilitating Medi-Cal eligibility determinations, Medi-Cal program planning, and Medi-Cal contract administration.

DHCS requires that this contract be submitted by April 30, 2020 to avoid disruption in claiming.

FINANCIAL IMPACT:

The contract allows Solano County H&SS and eligible CBOs to receive up to $600,000 in federal funds from July 1, 2020 through June 30, 2023, depending on actual claims submitted and approved. The federal government passes the funds through DHCS. H&SS submits claims to DHCS on behalf of CBOs which a...
